2021 New Year Updates

Good afternoon – First off “Happy New Year!” from the Kansas APCO Board! It’s been awhile since we have chatted.

I would like to give you an update on our Spring 2021 Conference on behalf of the APCO Board. As you all know, Covid is still running strong in Kansas, therefore we have changed our Spring Conference to virtual again. This will be a little different than last time so here is the rundown for right now:

  • Call for Papers is now open and you can put in your request at We are looking for 8 instructors that will be willing to do a recording of their presentation of about 50 minutes long. We also will need permission to be able to share this with our attendees virtually. 
  • This will be a 1-day event in April. We are still working on the exact date with the virtual platform. 
  • We will not have a commercial exhibition hall for this conference but we will push the commercial partner exhibition hall to the Fall Conference (we are truly hoping to be in person by then). 
  • Our Keynote Speaker is Halcyon Frank from The Dispatch Lab. She will do 4 tracks for us in the morning. “The Power of the Encouraging Moment” will be one of Ms. Frank’s presentations. If you are a fan of the 911nder Women group, you will know her. 
  • We still need you to submit your Telecommunicator of the year awards! We will celebrate the winners in the Fall but with APCO International awards timeline, we need to keep our submissions coming in the Spring. The deadline for this is March 1st from the 2020 year
  • This will be a 100% FREE training to everyone. We will not have any swag bags this time. This is going to be a 1-day jam-packed training with some great speakers! 
  • You will not need to pre-enroll. We will share a login link for you when it’s close to time for the conference and you can log in through that link. We will give more details as we get closer.

Last, but certainly not least, we want to make you aware that we have a new Treasurer for the Chapter. Lori is very busy with the Council and her responsibilities there that she felt best to let it go to someone else. Brandy Grassl, from Labette County, was willing to be appointed to the position to finish out Lori’s term. We appreciate Lori’s time and effort she has put into the Kansas APCO Chapter over the last 4 years. We also welcome Brandy to our group and we know she will do great things for the Chapter.

I know that was a lot of information but I don’t want to annoy you with multiple posts to get it all out to you. I have attached the flyers for the call for papers and spring conference information to share with your peers.

We are working on setting dates for the Fall Conference in Manhattan (we truly hope). We will keep you in the loop.

Final Conference Update

Good Morning, Kansas APCO! We are so excited for our conference starting tomorrow. I first want to say that I have received several emails about logins for the conference. The company that is doing our virtual platform has been working very hard to finalize the program before sending out the logins. I have sent an email first thing this morning to inquire when that will be. As soon as I know, I will post it on our Facebook page. I am sure it will be today sometime. They have been working very hard all weekend with us to get the last minute changes finished up.

I also want to address the swag bags. They won’t be mailed out until the week of the 12th due to quarantine issues and waiting for the last minute sponsors items to be shipped to me. No worries, everyone will get one. Our last and final count was 243 attendees. That is very exciting! We have 20 different states registered for this conference.

Kansas APCO Fall Virtual Conference information

Kansas APCO Virtual Conference information

The virtual conference “Survive and Thrive” will be held on October 5th and 6th, 2020. As we work with our virtual platform vendor, we will share more details on the schedule and information. Please let us know if you have any questions. This virtual conference is opened up to all of the United States.


We have two keynote speakers that will be bringing you their training virtually and they are so happy to do so. Adam Timm from the Healthy Dispatcher and Jim Marshall the 911 Training institute will join us on both days of the conference. Please go to our website at for more information and register. The draft schedule will be posted on our website as soon as we get it finished up.

All KANSAS APCO members will be able to sign up for the virtual conference for FREE! All other attendees will pay a $25 fee.

The first 300 attendees signed up, will receive a Kansas APCO swag bag with items from our sponsors and our chapter. We will have several breakout sessions, virtual exhibition hall from our sponsors and vendors and much more! Our Kansas APCO Business meeting will be held virtually too. We will have prize giveaways throughout the conference.

The Spring 2021 Conference will be April 11th-14th, 2021 at the Hilton Garden Inn, Manhattan, KS (we hope).

2020 Fall Conference Canceled In Person

Dear APCO Member and Valued Supporter:

I write to you today on behalf of the KS APCO Chapter to announce that we have made the very tough decision to cancel the in-person fall conference scheduled for October 2020 in Manhattan.

Since we last spoke, several developments occurred, which resulted in a recommendation from health officials to the KS APCO Board of Officers that we cancel the conference. Following the announcement made by the Riley County Health Department regarding Health Order #13 stating “mass gathering size will be reduced to 50 people and large venues will continue to be closed” it caused KS APCO to take another look at the risk involved with having an in-person conference. Unfortunately like all other organizations (and Americans) we are dealing with unprecedented times and there is no clear answer.

Although none of us can predict what will happen next, the governance of mass gatherings went backwards (mass gatherings of 100 on June 8th and then 50 on June 23rd ). With the increase in positive cases and heightened evidence of community spread it makes sense that over the next few months (or longer) we could be back and forth with the restrictions on mass gatherings. The positive rate in Manhattan has more than doubled in 12 days (74 vs 156). Our decision was further reaffirmed on June 25th when the US Army started placing limits on soldier’s movement within Manhattan/Riley County.

With these new developments occurring over the past two weeks, we decided that the prudent thing to do, is to cancel the fall conference.

For those of you who have already registered to attend KS APCO 2020, you have two options

a) request a refund by emailing Secretary Becky Snook

b) allow your registration fee to remain on file for the next conference. We are exploring the possibility of virtual training opportunity and will speak more about that in the coming weeks as we solidify behind the scene technology hurdles.

Fall Conference 2020 Information

Hello Kansa APCO friends!

I am writing to you today to give an update about our Fall Conference. First I want to say how sorry we are that we had to cancel our Spring conference at nearly the last minute. Due to COVID, so many things have changed for all of us. 

The Executive Board has been working very closely for months to try and make the best decision that we can for our attendees. We are working with our venue staff, insurance company, instructors, 0ur co-host KS 911 Coordinating Council, and the commercial partners. We know that many of you have reached out to us with questions and concerns about our Fall Conference and we appreciate those that replied to our survey. With all of that being said, the Executive Board has voted in favor of continuing to plan to have a Fall Conference in Manhattan, KS October 5th-7th, 2020. This was not a unanimous vote, for the sake of transparency. Our two awesome keynote speakers are still able to attend. Thank you, Adam Timm with The Healthy Dispatcher and our Spring Keynote speaker, Jim Marshall from the 911 Training Institute will also be able to attend.

 Our opening registration and Flash Day will be Wednesday, August 26th, 2020. More information will be shared about this soon. 

Many of our other great instructors and commercial sponsors want to keep supporting us and attend with of course healthy steps in keeping us all safe. Our venue, Hilton Garden Inn, has assured us that they are taking great measures to keep things sanitized and social distancing will be emphasized greatly. We do not want anyone attending that is not comfortable with it. We highly encourage everyone to wear a mask, social distance, and keep your hands washed. As we work out our plans, we will be very clear of all of the rules and safety measures that we plan to put in place. Some examples will be no buffet meals, registration will be done differently and safely, and social events will also be different.

Many have inquired about virtual learning. We are trying hard to work on that possibility and as soon as we know what we will be able to do, we will share that with all of you.

If you had signed up for the Spring Conference and your registration was transferred to fall, that still stands. If you are no longer able to attend, please contact me directly for refund processing or credit for next year. I will publish my contact information below. 

We still plan to honor our award winners from the spring and hold elections at this conference. Up for election will be the Treasurer and the 2nd Vice President positions. I will publish the updated forms on our web page soon.

If a 2nd wave of COVID ramps back up prior to our conference, we will take quick action to shut things down and announce as soon as we are able to. As the training committee and the Executive Board works diligently over the next few weeks, we will keep you updated on all platforms. We know this is a trying time and we will work hard to do the best we can to bring you quality training and keep everyone safe.

National Public Safety Telecommunicators Week 2020

Dear Kansas Heroes,

APCO, 911 Coordinating Council and NENA take your commitment to public safety seriously and although it has been difficult to commemorate special events lately due to COVID-19, we still want to extend our gratitude for the amazing work done by each of you. The endless hours that you put in, the professionalism that you have shown and your diligence as you help keep responders safe.

Your commitment is worthy of yearlong celebration but the second week of April has been set aside to honor the selfless 911 Professionals that dedicate their lives to serving the public. In efforts to publicize this well-deserved appreciation, we shared the attached document with Governor Kelly who unfortunately has temporarily suspended proclamations so that she can focus on COVID-19. We encourage you to share the proclamation with your local government and seek county level proclamations where appropriate.

Spring Conference Cancelled–Please read


We have been monitoring the evolving COVID-19 (also known as coronavirus) situation, especially in relation to the KS SPRING APCO 2020 Conference. In an abundance of caution, we have decided to move the KS SPRING APCO 2020 Conference to the Fall Conference October 5th-7th, 2020 at the Hilton Garden Inn, 410 S. 3rd, St, Manhattan, KS 66502.

All hotel reservations that were made under our KS APCO Block will be cancelled automatically by the Hotel/Casino venue to save everyone time. If you did not reserve under the conference block, you will need to contact them on your own to cancel.  

We will be moving the Commercial Partner Exhibition Hall to the Fall Conference. If you have already committed to our 2020 Sponsorship all will be held over to the Fall. If you have a conflict with this, please contact Marcie Bristor at 620-845-4261 or

We are moving all registrations to the Fall Conference. If for some reason your agency can not attend in the Fall, we can transfer to next spring. You will be able to transfer registrations to other employees, if needed, to attend the Fall Conference when we get closer. If you absolutely need to have your money back, please contact Becky Snook at and we will work on getting the refund to you by check in a timely fashion.

This is a tough call, and we are deeply disappointed that we will not be able to see you next month. The safety of our attendees is our first priority.
