Press Release for Kansas Public Safety Telecommunicators as First Responders #2

Good morning Kansas APCO membership! I have been given our next press release to share with you all from the Kansas APCO and NENA board members.

The last year has come with challenges, fear, and frustration for all, and 911 Public Safety Telecommunicators are no exception. While the job itself is stressful, COVID has forced many Public Safety Answering Points (PSAPs) to work shorthanded, change call-taking protocol, and 911 saw an influx of calls which challenged capacity.

Nevertheless, after many years of hard work, and a tumultuous year of uphill battles, the Kansas Chapters of APCO and NENA believe there is reason to celebrate.

HB2435 was introduced last week which spoke to the inclusion of Public Safety Telecommunicators alongside other heroes in public safety like Law Enforcement, Firefighters, and Emergency Medical Technicians/Paramedics. Concurrently SB40, which included many modifications to the Emergency Management Act, passed both the House and the Senate meanwhile awaiting the Governor’s signature. SB40 would amend the definition of “emergency responder” in the Kansas Intrastate Emergency Mutual Aid Act to include 911 call center public safety telecommunicators. It is anticipated the Governor will sign this bill making it law on or before March 31, 2021.

What this means for you: 911, emergency dispatchers, public safety telecommunicators, call takers, and the like, are finally receiving the dignity and respect it justly deserves.

What happens next: KS APCO and KS NENA will continue to advocate for our occupation focusing on COVID benefits, PTSD inclusion, equitable benefits, and quality in-person training.

While Kansas law does not allow for classification that would impact FLSA, the federal reclassification effort commonly referred to as the 911 Saves Act is still alive. We encourage you to throw your support behind this initiative in hopes the Office of Management and Budget will do the right thing by modifying the Standard Occupational Classification System to include 911 professionals as a protected service occupation.

What we need from you? Keep doing what you’re doing! Continue being superstars in your profession, tell your stories and bring awareness to your dedication and hard work!

Much Respect,

Conference Statement from Kansas Chapter President

On April 14th Kansas Association of Public-Safety Communication Officials will host their 2nd annual virtual conference which is open to everyone (FREE for Kansas – out-of-state registration $25). Keynote Speaker Halcyon Frank will be on hand offering in-depth training on how to support, empower and encourage others in the PSAP industry.

We are proud to announce that this year’s conference is being conducted along with the collaboration of Ricardo Martinez from Within The Trenches. We are excited to tap into his network of professional partnerships.

There is a great lineup of eminent speakers and guests from all walks of life coming to share their knowledge and vast experience with you along with the KS Chapter of APCO’s Business meeting where we will have lots to discuss including the first responder legislation and training. Don’t forget one way to honor your co-workers is to nominate them for an APCO Achievement Award (see website for details).

For 66 years KS APCO has served as a champion of change, personal development, and continued education, this year APCO is excited to bring 2 additional virtual pieces of training to Kansas so be sure to stay tuned to our website and FB page to learn more.

If you want to help be a conduit for change, please consider running for a KS APCO Board of Officer Position – see website for details.

We are so excited about this amazing opportunity and are looking forward to April 14th!

2021 New Year Updates

Good afternoon – First off “Happy New Year!” from the Kansas APCO Board! It’s been awhile since we have chatted.

I would like to give you an update on our Spring 2021 Conference on behalf of the APCO Board. As you all know, Covid is still running strong in Kansas, therefore we have changed our Spring Conference to virtual again. This will be a little different than last time so here is the rundown for right now:

  • Call for Papers is now open and you can put in your request at https://form.jotform.com/203074720448048. We are looking for 8 instructors that will be willing to do a recording of their presentation of about 50 minutes long. We also will need permission to be able to share this with our attendees virtually.
  • This will be a 1-day event in April. We are still working on the exact date with the virtual platform.
  • We will not have a commercial exhibition hall for this conference but we will push the commercial partner exhibition hall to the Fall Conference (we are truly hoping to be in person by then).
  • Our Keynote Speaker is Halcyon Frank from The Dispatch Lab. She will do 4 tracks for us in the morning. “The Power of the Encouraging Moment” will be one of Ms. Frank’s presentations. If you are a fan of the 911nder Women group, you will know her.
  • We still need you to submit your Telecommunicator of the year awards! We will celebrate the winners in the Fall but with APCO International awards timeline, we need to keep our submissions coming in the Spring. The deadline for this is March 1st from the 2020 year
  • This will be a 100% FREE training to everyone. We will not have any swag bags this time. This is going to be a 1-day jam-packed training with some great speakers!
  • You will not need to pre-enroll. We will share a login link for you when it’s close to time for the conference and you can log in through that link. We will give more details as we get closer.

Last, but certainly not least, we want to make you aware that we have a new Treasurer for the Chapter. Lori is very busy with the Council and her responsibilities there that she felt best to let it go to someone else. Brandy Grassl, from Labette County, was willing to be appointed to the position to finish out Lori’s term. We appreciate Lori’s time and effort she has put into the Kansas APCO Chapter over the last 4 years. We also welcome Brandy to our group and we know she will do great things for the Chapter.

I know that was a lot of information but I don’t want to annoy you with multiple posts to get it all out to you. I have attached the flyers for the call for papers and spring conference information to share with your peers.

We are working on setting dates for the Fall Conference in Manhattan (we truly hope). We will keep you in the loop.

Have a great week!

Becky (Chapter Secretary)

Feel free to email me at bsnook@mitchellcountyks.gov if you have any questions.

Kansas Legislative Committee Survey

Hello, Kansas Gold! We have a HUGE favor to ask you. Please help out our state legislative committee by completing the following Survey Monkey. You do not have to be an admin to do it. Any Kansas agency or Kansas 911 professional can take the survey. We need your help to push us to get Kansas Telecommunicators recognized as First Responders! Please share with your staff.

Thank you, Kansas APCO Board

Final Conference Update

Good Morning, Kansas APCO! We are so excited for our conference starting tomorrow. I first want to say that I have received several emails about logins for the conference. The company that is doing our virtual platform has been working very hard to finalize the program before sending out the logins. I have sent an email first thing this morning to inquire when that will be. As soon as I know, I will post it on our Facebook page. I am sure it will be today sometime. They have been working very hard all weekend with us to get the last minute changes finished up.

I also want to address the swag bags. They won’t be mailed out until the week of the 12th due to quarantine issues and waiting for the last minute sponsors items to be shipped to me. No worries, everyone will get one. Our last and final count was 243 attendees. That is very exciting! We have 20 different states registered for this conference.

Lastly I have added our final schedule, 2019 business meeting minutes and our agenda for this fall business meeting. We hope you will join us! If you are not signed up as an attendee but you want to join the business meeting only you can login at the following:
